Compared to the last generation of consoles? Yes.
Compared to the average PC sitting on average person's desk? Yes.
Compared to any PC with a user installed video card in the $150 and up range from within the last year? No.
Considering that both consoles typically sell more copies of the big multi-platform releases than on Games for Windows, I'd say they're doing pretty well for subsisting on "table scraps."
