A number like 13% generally represents the ammount of development they have completed as compared to their budgeted development timeline; It is likely that Square estimated 18 to 30 months of development which would put the game at 2 to 4 months into development ...
Basically, if Square wanted to they could easily switch to any platform (including the Nintendo DS )at this time ...
