It looks like the capture for the 360 version wasn't done properly (crap capture card) and the image has been compressed introducing the blurring.

IF the 360 version is indeed being rendered at 1280x960 and a blur is added then that would simply cost more hardware resources and is very unlikely...unless it was an artistic choice?

 

 Occams razor - the simplest solution is most often the correct one. So the most likely explanation is bad capture hardware. 1280/960 @30fps would require a lot of bandwidth, more than 1280/720 anyway.
