Several times? It would be lucky to sell twice what the original Xbox sold in Japan, and even then, the market penetration provided by such a low userbase would be almost inconsequential. Anything can be an "accomplishment" if you go into it with low enough standards. Hell, you may say that it's an accomplishment, but I'm not impressed (especially considering that Microsoft dumped millions of dollars, if not hundreds of millions of dollars, into this menial userbase total).
