he's just reporting some facts to you
It would be facts if he had said:
"We did develop the engine for the PC/360 and porting it to PS3 would have required significant changes and our developers were unable to do it in the given timeframe."
The rest are bullshit excuses of a producer who probably couldn't tell C++ source from a cooking recipe.
Since many companies have no problem developing for PS3 and 360 I can give some other possible facts.
EA sucks.
EA developers suck so they cannot be bothered switching tools and technologies.
EA developers wrote sucky code that was integrated hard into DirectX instead of making it reasonably abstract.
RTS games on consoles sell so few copies that porting from PC to 360 was ok because they use the same tools/graphics framework but porting to PS3 was too much effort.
oh and EA sucks.
