It used to be fairly obscene, but not so much anymore. Like the Wiki article says, buggery used to refer to anal sex, the verb being to bugger, and the word for one doing it bugger. The act is considered only mildly kinky nowadays, but used to be a serious crime with major jail sentences and such.
I'm not a native speaker, and things like this are different in different countries, but I'd rate it somewhere near damn and shit in severity.
