There is no actual bias against JRPGs.  It is just that most JRPGs have some flaws that most developers aren't even trying to fix.  For example, 90% of JRPGs use the same "teens save the world" story which isn't necessarily a bad thing but it is getting old and tiring.  If previews are anything to go by, Valkyria Chronicles has a shot at getting 90% on gamerankings and metacritic and at being a cult classic like ICO, Shadow of the Colossus, and Beyond Good and Evil.
