Actually sir that changed, you can now just re-download those XBLA games again and play them online and offline.

They are no longer segmented to that one console anymore.

What I'm more concerned about is having to redownload everything again, when I get a newer model. Going through every piece of downloaded content one by one and redownloading them. There is no batch re-download option.
