Actually, when the new update comes that should fix your problem, microsoft listened to all of their fans' bitching about it.

I am awaiting it, RRoD has prevented me from buying some arcade games, but since the update will be coming this year, I don't have alot to worry about now.

 

Is that different from the license transfer tool?

You can only transfer your license over once a year from box to box.
