The Battlezone games were like that though not exactly as you described it but they were classified as RTS/FPS
Battlefield 2 has a commander who issues orders to squads and can watch from a sattelite overhead view of all his troops.
There was this one RTS/FPS a while ago that was almost exactly like as you said but I can't remember the name that was based in a modern warfare setting.

There was also a game in old times. I think in the demo (never got the full game) you were egypt. Basically you had to build a city raise a army etc, then command your units into battle. Then you could click a button and zoom into third person or first person view of cleopatra and control her slaughtering armys of enemys. (cant remember if it was fps or tps. But .. yea it probably doesen't matter too much)
Also. New genre.
Second Person Shooter. Basically you spend an awful amount of time creating a unique char, then you don't control him. You control someone else XD..... or you control him but your view is obscured and possibly from another dudes eyes. Would have awful camera control XD
