Problem is while both of those games include some rather awesome player content creation tools, neither can be classified as a new genre.
LBP is a 2.5d platformer with a VERY fancy integrated level editor.
Spore is an action/rpg/rts/god game that just happens to have a collection of cool editors for everything from creatures to music included.
