Technically, it's not a Premium bundle if it doesn't include a hard drive. That, and the fact the picture shows a hard drive, means you have very good grounds to dispute charges with your credit card company.
Also the $190 version says it's new, whereas the $150 version that says refurbished, again supporting the notion that it comes with a hard drive.
I say you should consider that overall cost (such as shipping and tax) and even if it's a little more, go with someone you trust, like perhaps PCConnection.
Lastly, refurb means MS took a broken unit, fixed it and sold it to a retailer. The difference between that and used is that a refurb comes with a warranty from MS. And regardless of used or refurbished, the three year warranty applies, unless it's been voided by a user opening up the unit or abusing it, which could be of concern if buying used but not if buying a refurb.
