Not necessarily: the agreement must say that the game will be released for both platforms, but in an unspecified future, or with wide safeguard clauses in case there are "unpredictable" delays. And once MS made you rich, you can always enjoy programming in your spare time and eventually release the (most probably awful and/or available when Ballmer will be slim, but who cares?) game, or, if you feel the need to be barely honest, pay a fraction of the money you received to indian and chinese programmers to complet..., ehm, er, write from scratch, the game.
