Gears of War's swift development time is the exception, and by no means the rule. Same goes for Killzone 2's lengthy development time.
Gears was announced at E305 and came out a year and a half later. Uncharted was announced at E306 and came out...a year and a half later. Though I believe that comparison is a bit unfair, given the fact that the development cycle of Uncharted included the creation of a whole engine, unlike the development cycle of Gears.
And yes, Killzone 2's development has been rather lengthy, but so was Halo 3's. It was in development for three years, remember.
Btw, Killzone 2 hasn't been in development for four years. It was announced at E305 to show off the ps3 (like a lot of games *cough*EightDays*), but they hadn't even begun working on the game yet. They started production later on in the year, and didn't really begin full production until closer to Killzone: Liberation's release (it was released in November of 2006). At MOST the game could've been in development three years, assuming they started when the trailer was released.
