At the OP, if you understand computer architecture you will know that the Ps3 is held back by it's bandwidth. No matter how fast the CPU is, for the time it takes the CPU and GPU on PS3 to access the memory once each simultaneously the 360 can have the cpu access the memory 3 times and GPU twice or vice versa. And the 360 does it alternatively.
So thats PS3 2 read and writes(1 cpu 1gpu) and in the same time frame the 360 does 5 read and writes(2 or 3 cpu and 2 or 3 gpu). access the memory is the only place a cpu can get it's information. If the PS3's was the same speed as the 360's bandwidth it would do 10 read and writes( 5 cpu and 5 gpu, as it's simultaneous). It means the mighty CPU in PS3 is limited by bandwidth.
