Microsoft won E3 in the majority of gaming circles. I think they were confiedent of their show and their big surprise and decided to utilize the Bungie/Halo unveiling for a future show where they may not have such a big "WOW!" moment at the end. It's simply spreading the wealth. A new Halo would have gotten swallowed by the FF XIII announcement.
