The Cell as a CPU considered in its own right is more powerful than the Xbox360s Xenon, there can be no denying that simple fact.
There is denying that, and it's very arguable. Developers will argue with you and for you. The fact of the matter is that they're not directly comparable, and whether or not the Cell is better depends on the application.
