So far, it sounds like it. But like with PSN, that's not assured in perpetuity. I am pretty sure that once a game is released to play for free, it will stay that way (so, for example, Mario Strikers Charged is probably safe), but AFAIK they have not announced anything that would lead it to always being free.
Still, it *is* free now, and the Wii is a great console no matter how you cut it (even with a $5 charge to get a browser).
