Look more closely, the whole boxart depicts the different stages of the game starting with the "white and some grey motifs" with the motifs being cells/bacteria, the first stage of the game, then a little creature in a puddle of water signifying the beginning of the creature stage (going from water based to land based creatures) then primitive bipedal creatures with stone age tools becoming more "civilised" with metal armor and stuff, then vehicles, habitats and even a city in the background followed by space vehicles on top.
It's not quite as linear as I am saying (the troll looking guy with his club on the top right of the group, the more pettish looking bluish creature higher than the blue stone spear wielding little dude on the bottom right...) but it gives me the general feeling of the evolution from the original monocellular stage of the game to the final space stage.
