Sure Aussies do that since their population is less than the state of California and the area in which they need to build their infrastructure is probably less than 10% that of the US. $4.7B for them is more like a trillion for the US.
Our network will need to be built by the companies. Something Verizon and some others are already working on. "Can you hear me now?"
