The 360 DVD drive is only 8X for DL discs.

As far as I am aware pretty much all DVD drives read DL slower than SL. Here is the FAQ for the Hitachi GD7500. For reference the Hitachi drive in the 360 is the GD3100 which is an older model.

 

Those are reader/writer drives. Can you show me something that shows the same for read only drives?

That is a read only drive.
