The development of FFXIII is PC-based, and the main reason of this is to reduce the cost of development, which is why many companies are doing that right now. Capcom, for example, is developing for PC first and port it to consoles (DMC4, SFIV, Bionic Commando, etc... are all developed on PC first). Ofcourse, when they're developing for PC they're probably taking to mind to develop the games that would translate well for consoles, which probably results in a unoptimized version for PC.

Tell me shio, how do they program it along with the environment of the ps3? Is there like an emulator or something that lets them know how well the program is keeping up?
"keep in mind to develop games that would translate well"? Is that what programming has come down to nowadays?
Programmer: Hmm yeah i think this would work, no real way to test that theory, but i'll keep the console in mind of what it is capable of.
