From IGN:

The first question on the floor was one to clarify how, if at all, the Xbox 360 release would affect the PS3 version. The short answer is that it won't. Final Fantasy XIII is being developed first for the PS3 in Japan, a region that won't see an Xbox 360 release. The Xbox 360 iteration is a port of the PS3 build, but Square was quick to point out that you can't say this will cause a delay of the PS3 release in America. Separate teams are working on the two versions and both are moving along on schedule. There shouldn't be a delay in any releases.

and.

There also are no plans to have the games be different on Xbox 360 and PS3. Nothing has been decided for sure yet, but the team is looking at ways to compress the audio and pre-rendered cutscenes that take up a lot of data without affecting the quality when bringing the game from a blu-ray format to the DVDs that Xbox 360 reads.

Oh noes, slight detail lost because of compressed video and audio ... I bet every XBox 360 owner will throw their XBox 360 in the trash and spend $400 on a PS3 for that!

Seriously, I would hardly say such small differences are justification for calling one version inferior ... They might matter for the handful of people who own both systems, but it is nothing to really care about.

@crazzy:  You forgot to bolden the part that says "without affecting the quality when bringing the game from a blu-ray format to the DVDs".  Also, seeing as you believe it's being developed on the PS3, here's a 1up article from the Square-Enix Press conference.  I don't know where IGN got their information, but I think they confused the part where they stated:

"Currently the game is being built on PC, where it's actually functional. We're still focusing on making it work on PS3 so it's difficult to know how long the process of taking it to 360 will take."

and:

"Now that we're developing on a PC base, the pace is going a bit faster,"

The game is being developed with Crystal Tools on the PC.  It is then being ported and made to work on the PS3 first for a release in Japan.  Then, they will be translating the game and make it work for the Xbox for the west.  So, they're both ports =)))))))))
