It appears to me that they just don't really care. It looks like they'd rather fund internal development and hope third parties support them.
And to be honest that is how it should be. Gamers do not benefit if Companies buy exclusives for their system. If it makes economic sense for most games to be on both platforms why should console makers try to change that by throwing money out of the window?
