What, exactly, is the hold up at this point? Prologue as a game is really quite well done. The physics need a bit more work and there are a few graphic elements that can be improved on, but I don't think they need another year and a half for that. I know that adding cars takes a while... Release the game without 4 bazillion cars and add them as DL content in the future. Dayum.
