It will be able to play games.  This will be no different that the original Xbox.  The Xbox couldnt play DVD movies unless you purchased the DVD Controller, once the controller receiver was attached it could play Movies.  BD-Movie playback will be software locked, once the purchase the unlock software you will be able to play BD-Movies.  Sony knows that most of the people that buy the cheaper Slim will eventually buy the software upgrade to watch BD-Movies.  But by doing it this way they will be able to better compete with the Xbox Arcade in price.

$200 just wont happen. Blu-ray drives still cost money to manufacture, and by locking it and charging less, you're not earning back the money that went into manufacturing. Keep in mind, not close to everyone will chose to pay and unlock the the bluray movie playback.

What you're saying is essentially, Ferrari spent $200,000 to build a car, and sells it to you for $150,000, and you have to pay another $100,000 to go above 100 mph. It doesnt make business sense.

Also all PS3's WILL have Blu-Ray no matter what future models or SKU's come out so yeah just correcting that statment.

For Sony it would save very little if they remove DVD/BR-movie capability but keep the BR drive. I doubt they would drop the price by $200 while saving probably $5. The BR-drive is expensive but capability to play movies is not very expensive. And anyone can buy HDMI cables for less than $5 so total saving would be around $10. Sure, some will buy movie capability but a lot of people don't. Also, some PS3 games are using same codecs for cutscenes as BR/DVD movies so they would have to pay for all codecs even if it couldn't play movies.

$80 for playback? that seems a bit unreasonable, seems like a move microsoft would pull Ie:selling a console at a loss hoping to make it up selling online and hdd/wifi. Not sure what Sony has to pay for blu-ray playback but it wouldn't be out of the question for them to remove it if its still $30. $80 is way too steep there would be a backlash on that if they tried to leverage the fees like that.
