They really should, and I'm not even joking, also make sure it's publicized and televised. Or at least do so with what happens to him in jail. Other idiots like that need to see what happens when you do something so horrible.

Bad parenting. And why was he stuck in his house for a whole year from a "snowboarding accident", but was mobile enough to go around and grab a gun and plan this?

Still, the 360 has parental controls, and parents should have noticed his obsession with the game earlier and not let him get so dependent on it. Sheesh... but no, just because he plays Halo3 it's Halo's fault he killed.

Not really the games fault, it's the parents fault for not providing other forms of entertainment and what not.

Obviously this kid was going to become a mass murderer.

He doesn't look like a gamer nerd AT ALL. He looks like the badass, cool kid in high-school. Nerds are generally not the spoiled type.
