Maybe just "gift" all your games to another account?

Not possible.

Why not?  Or did they never implement that after they said they would?  I never actually tried.

Can you find a source for that.

I cannot find a method to transfer games.
I have never seen one.

With Valve clamping down on the abuse of the gift system, I doubt it would be available still.
If it ever was possible in the past.

I remember reading somewhere Valve was going to implement that.  I remember cause I was thinking of giving my Masquerade Bloodlines to my cousin since he wanted to try it and I was never going to play it.

To the point of owning a game twice, there isn't much I can do. I know I will be selling this for a loss. I cannot link the account because Valve would close my account and I would lose my games. That is why I am doing this under the table. Some games include...

Player Unknown Battlegrounds
Tomb Raider Collection (Includes the Tomb Raider Remake)
Hitman series
Splinter Cell series
Civilization 5
Fallout 3, New Vegas, 4
Oblivion
Sleeping Dogs
CSGO
Half-Life Series
L4D
Portal 2
Mortal Kombat
Braid
...and plenty of others. My account is old, so there are perks in that. My roomate wants it for $50. That is somewhat low especially considering PUBG is worth a hardset $30. I was looking for a couple hundred, maybe $2 a game. That would be about $540. Definitely a good deal, but more risky than selling to my roomate.

It's definitely my fault, when I first got Steam, I was seeing games that were usually price $50+ at discount maybe $20 and I kept buying them without playing.

I'll sell for $400. Here are all my games

If you need the price a little lower, just let me know. I'm pretty decent when it comes to negotiating :)
We can do the transaction on Skype and transfer over Paypal.

$400 is too much for the risks involved.

No risk, I deleted everyone from the friends list. No one knows my account name and every game is being sold for $1. We will do a Paypal transaction where nothing goes through until each person is satisfied with the end result (you get username and password, I receive the cash). Meh, maybe someone will swing.

Edit: $1.30 Correction

I'd buy for 200
