Yeah and no, you can't buy xbox one x from the stores directly. You had/have to pre order one and then they would order one from MS that's why the stores are full with Xbox one X's sold out signs or like you mention we don't have Xbox one X because we don't want to pre order consoles signs:

Well yeah is basically the same no? Some stores did not want to carry some, others only would pre order one if a customer pre ordered one.
