Actually it is a horrible idea and will only enforce the idea that the US is the bad guy in many places. For example Bin Laden's beef with the US was that supposedly the US was this "defender of the people" but we turned a blind eye to the atrocities that the Saudi royal family were committing to its people for the sake of "stabilizing" the middle east among other things such as supplying weapons to a dictator who turned on the US later.
Doing something like that is no only Illegal by the laws of the land, though it would not be the first time the US denied civil rights to garenteed by it's laws, and UN inter-nation law. I will also give radicals more ideological ammo to use against the US. Not to mentions extremely pointless the US currently has one of the most ridged processes to get into the countries as a refugee. And the problems the US is having is with the ones that are currently in the US legally and naturally. And doing this would only be doing something counter productive to make it look like we are doing something about it, because doing something that would actually make a difference is too slow and opaque to get us reelected.
