Most of my favourite games are western, but from Japan I enjoy Tekken, GT, MGS, SoulCalibur and Pokémon series.

I would also say that GT is definitely among the most popular Japanese games as you didn't mention it here.

Overall it's pretty close but Japanese developers became all but irrelevant in the 7th console generation. Hence I voted for Western developers due to my more recent gaming habits.
