This is the preliminary round. No region is gaining points yet, however for some categories more than 1 Pokemon qualify for the position. For example, Erika is Gym leader #3 in Kanto. She uses the version exclusives fully evolved form both at lv29 which means both are her ace, but only 1 can participate in the competition, so you are choosing which one you want to got through to represent Kanto for that one.
