Edit: Actually 60 FPS games do feel better, but I wouldn't bet on myself to guess correctly if someone were to ask me which one it was.
Some games require 60 frames in order to run properly. You cannot do 1 frame links in a fighting game that runs at 30 frames per second. It would automatically make it a 2 frame link.
Other games, don't need 60, and would do better focusing on environment, and stuff. Fighting games can still focus on this while running 60, because they aren't big open-world games. I've never thought to myself, "this game is worth buying, or isn't worth buying because it only runs X frames."
The only games that absolutely must run 60 no matter what are fighting games.

When you're actually playing a game it is anything but minimal. One can definitely see the difference just by watching these tiny boxes. But when playing the game you have lower latency issues and it feels smoother in addition to looking smoother.
Play War for Cybertron on PC. And than disable the locked 30fps. Easiest game to notice the jump. And that gif is easy to spot the 30FPS. Just watch the staff animation have more motion jerk.

If we lived by the philosophy that because games didnt do it before it doesnt matter we would still be playing ascii games.
consistent solid 60fps on all games will allow for smoother gameplay experiences and more complex animations

But yes this isn't a good GIF to showcase it at all. Very little movement.
Just go on youtube with any video that's 60fps and if you can't tell the difference something is very wrong.

You can easily compare not only 60 fps vs 30, but vs 25 or 15 fps. I've seen some people saying that they "dont care if the came runs at 15 fps" if it runs at 1080p, thats pretty silly
A gif isnt a very good way of comparing it
