Probably DA: I, nobody can beat them when it comes to sex scenes in games.

Oh yeah, Witcher 2 had quite a few sex scenes, lots of nudity in them too. I'm pretty sure that CD Projekt confirmed that sex scenes would be returning in Witcher 3. Earlier Dragon Age games did have more tasteful sex scenes than Witcher 2, I don't recall seeing any nudity in Dragon Age: Origins, but it seems like Bioware is trying to compete with Witcher 3 when it comes to adult content this time around, if that ESRB description is anything to go by anyway.

Tasteful was actually what the Bioware dev in the interview called it, not me. I only ever romanced Lilliana in DA:O, I don't remember it being particularly bad. Never played DA2. 

I'm pretty sure DA2 didn't have sex scenes, just fore-play then fade to black.  It did show some characters in their unmentionables after sex but that's about it.  It also had a lot of salty language, so those lines in DA:I don't necessarily mean much.
