That is the rumor and has been hinted at for a while by some. It's being made my Stig, the guy who directed God of War 3.

For me is the opposite. Naming specifically "for PS4", for me, means it could be a series already in ps3, or considered to launch in ps3. That's why it could be perfectly The Last Guardian, a game considered for ps3, but rumored for months to launch on ps4.
