Don't know what they were expecting. It was a new console, and the game got 6/10 from the largest gamimg publication there is, IGN. Couple that with average graphics and subpar advertising and you got yourself plenty of reasons for the game not so sell more.

Also it was originally revealed as Killer Freaks from Outer Space back at E3 2011 then by E3 2012 it had become ZombiU. In a span of a year the game was basically scrapped and started over which I imagine wasted quite a bit of money.
