Somewhere in between. It uses generally historical vehicles and specifications from World War 2. However, they have a lot of prototype and theoretical vehicles that kind of muck it all up, IMO, in the name of fairness and balance. Still, its a great game that lets you pit a lot of theoretical vehicles against each other... Like a US M4 Sherman against a Soviet T-34-85 in great numbers.
