Precisely, and they both also need to consider how long they want Nintendo's head start to be. To both their benefits though, the PS3 and 360 are competing practically on equal ground with the Wii U and so will the PS4 and 720, a rather unique situation.
I can't see more than mere weeks between the launch of the two, I find it likely that we'll see both in mid-to late November and both be globally available within two weeks from initial launch (Sony cannot afford to forego the European market for several months again).
