I don't think it means what you think it is. I without a doubt could be wrong myself here but what I think it means is the more final dev kits that will be going out (alpha kits is the name I think...come on zarx where are you?) . The dev kits have been around for a while and we have had leaks on them too. The new set of dev kits are going out now for both the next ps and xbox

I wouldn't be surprised if devs like Naughty Dog, Guerilla Games and Sucker Punch had the dev kits a long time ago. I mean Uncharted 3 was released in 2011, Killzone 3 in 2011 and inFamous Festival of Blood in 2011. They have nothing planned for the PS3 and it would probably be too late to announce any games for it now. I doubt they have just been sitting around for 1-2 years waiting for the first dev kit from Sony to come out. First party studios probably get them MUCH earlier than everyone else I would assume.

There is no doubt PS4 can run BF3 on Ultra @ 1080p, but BF3 is not even the benchmark game,(Trust me I play it on 2560x1440 with mt GTX670, it looks great but it doesn't wow me) Watch Dogs is, if that game will run with those visuals, imagine what Sony's devs can do with the hardware.

And does anyone know how much this stuff would cost Sony if true.

Dude they said the reveal is before E3.

they said it but this is just a rumour , no way this will be revealed to the public before e3  IMO

All sony consoles we're revealed before E3 ;)
