Trade one group of regulations for another. Out goes the EPA, in comes bans on gay sex and the writing of Thomas Jefferson out of history (and continued glorification of the texas revolutionaries, who wanted "the freedom to hold slaves.")

Actually, it's a country in Europe....that colonized South America. Brazil, to be specific.  Which is why they speak Porteguese in Brazil.

That being said, Portugal is a sovereign nation that exists on the tip of the Iberian peninsula next to Spain, so it's not becoming a state anytime soon. I guess Ryan was talking about Puerto Rico.
