I'm pretty sure not having to pay any federal tax and dropping federal regulations is well worth it.

Actually, it's a country in Europe....that colonized South America. Brazil, to be specific. Which is why they speak Porteguese in Brazil.
That being said, Portugal is a sovereign nation that exists on the tip of the Iberian peninsula next to Spain, so it's not becoming a state anytime soon. I guess Ryan was talking about Puerto Rico.
