If you have to go for a cheap tablet I can only recommend the Nexus 7. It uses Android 4.1, it's Google so they have an invested interest in pushing the latest Android version, the benchmarks show that for games it's not far off an iPad3 (and has the benefits of using Tegra3 for extra effects and visuals) and it's the only tablet TomsHardware.com have recommended. Oh, and the battery life is amazingly impressive for such a high performance tablet (about 10 hours of video), plus you make back £15 ($25) to spend on the PlayStore for apps.
I got mine a few weeks ago and have been nothing but impressed so far.
I echo this as I just bought my tablet. The Google nexus is the highest rated tablet besides Apple name brand ipad. Since you said you want a cheap tablet, go for the best the the Nexus. It has a lot of games though most of them look simple, plus I think chrome is the best browser along with mozilla so you win with chrome. I feel like it was the best purchase I have done in years I carry it with me to work and everywhere.
