Maybe not in terms of importance, but in terms of inclination she clinches it

Celes, Requel, Lenneth and probably Mitsuru are good picks though, don't know the other characters.

Oh god, Colette was so bland and boring. I have anything sweetie-pies as characters, but she is just not a very compelling heroine and it's obvious we're supposed to forgive that because she's "cute". Still, even I'll admit she's nowhere near as bad as nearly anyone on the Shame list

Actually, my definition of a good character in a game, is my definition for a good character in a book.

Three dimensional, believable, interesting etc etc.

I would also have to say that Chun-Li doesn't really count. She has dialogue in endings, but that's still not what I would call extensive characterization. She's an ICON, but that's not a character. Gaming seems to have trouble differentiating between those two (though someone CAN be both)
