actually KONAMI pushed him
and he said yes not to destroy the frachise by other devs as KONAMI was forcing him
also he fooled MS fans with RAIDEN thing
and going LIGHTNIN BOLT ACTION instead of TACTICAL ESPIONAGE ACTION

he isn't developing the game just that he told KONAMI that what chracters they can use and just seeing that they don't add anything to spoil MGS

No. This is just like AC2 only showing PS3 in UK and FFXIII only showing 360 in US. With both consoles essentially getting the exact same game 90% of the time (if not more) this sort of stuff is the only option left to try and sneakily attract people to a specific 'version' of a game.
Try to be reasonable... its easier than you think...
