Sounds like it plays in 2D like Super Metroid/Fusion/Zero Mission, but at any time you can switch to stationary 3D for IR shooting or camera look.
Seems like they're trying to avoid the question of Metroid gameplay in 3D by hybridizing.

This is clearly a good thing, after poor translations like megaman 64, etc.
Also it does what i LOVE about SMG, the 2d/3d mix.
