In 50cc it is extremely rare for the 2nd place CPU to get 3rd

In 100cc it is still quite rare, but in a championship there is a decent chance of 1 out of 4 races where the top CPU fails once

In 150cc and Mirror it is quite rare for the best CPU to get all 2nds, they are usually just within the top 4 positions jockeying for position.... I have won a 150cc GP without coming in 1st place for instance (I got 3 2nds and a 3rd, and just pipped the best CPU)

Are you sure you are playing the same game or did you not play 150cc extensively?
