No, every PC game has minimal specs. If they include a mandatory SSD in the minimal specs, devs aren't restrained by mechanical HDDs anymore.

The share of gamer PCs with SSDs has grown a lot over the last years and SSDs have gotten a lot cheaper. So the hardware base of "SSD gamer PCs" will be big enough for 2020/2021 games, allowing SSDs as mandatory requirements for new AAA games.
