For US, E3 might be everything, for the rest of the world (where Sony sells the most of its consoles), it is almost irrelevant. E3 money is better spent elsewheres.

E3's actual attendance may be low but it's exposure online is larger. The public couldn't even attend E3 at all until recently (2017), attendance numbers is not it's focus. But regardless, skipping E3 isn't a problem at all as long as they have a suitably big event of their own.

E3 limits public attendance so that comparison from twitter is just bad damage control.

I actually hope they open it up to the public eventually. I’m going to SDCC this year, I’d love to go to an E3 as well.
