The guy wasn't a US citizen but he was a legal immigrant so this situation is still fucked. But still I doubt anyone higher up in the admin knew about this specific situation. This was probably handled by the officers in the immigration center he stayed at.

Still, the fact that such a thing is even possible to happen is just disgusting. I'm pretty sure they will get out scot-free, while in most countries in Europe, they would have been fired on the spot and face legal troubles for their discriminal behaviors.
