Pretty sure the CCP doesn't care much about consoles so they let them in the market without too many conditions and there's not much threat of IP theft either since console manufacturers closely guards the source code ... 

The CCP have way more important IPs to steal such as aerospace/DRAM/chip equipment fabrication/weapon systems/medicine/etc ... 

Well, just consider how much the consoles are shaping the economy in Japan. Imagine China would release a console to the worldwide market that could rival with the competition both in hardware and software. Would be quite some economy booster for China if you ask me, exactly what they need right now.
