I'd say April is relatively fine without it (unless you don't like FF), and they wouldn't have wanted to miss out on Goldenweek by just a couple weeks or even days, so May would have been out of question, either.

And I agree May is a bit empty right now, but since everybody wants to cash in on Goldenweek that's often the case anyway. Plus, Sword Art Online : Fatal Bullet and Super Neptunia RPG are set to release in spring, so they might fill up one of the gaps in the lineup.

Box Boy + Box Girl is April release too, so April looks fine. IMO Nintendo should have some published game in May, even some Wii/WiiU port (Pikmin 3 or Metroid Prime Trilogy HD) would do good job.

I qualified that one as an Indie titles, hence why I didn't add it into the list. But yeah, April has a full set of games, just May is a bit empty - but the time in between Goldenweek and E3 is always comparatively bare imo.
